APPLYING FOR HOUSING
- How long is the wait for housing?
The length of time before a unit becomes available depends on the unit size and the location you apply for. The Registry will not be checking your position on the waitlist and cannot advise when you will be housed. You will receive a phone call from GSHC when a unit becomes available.
- How can I apply for housing?

- How is the cost of my rent calculated when I apply to GSHC?
Rent-Geared-to-Income (RGI) is measured using Adjusted Family Net Income (AFNI line 23600), and takes social assistance (e.g., OW, ODSP) and your pension into consideration. Your AFNI is divided by 12 and both social assistance and pension is subtracted from AFNI. This value is multiplied by 0.3 to account for rent of 30%.
TENANT OBLIGATIONS
- What are my obligations as a tenant?
As a Greater Sudbury Housing Corporation (GSHC) tenant, you are responsible for:
- Paying your rent on time
- Adhering to GSHC income review deadlines
- Paying your utility bills, if utilities are not included in the rent
- heat is included in your rent – GSHC must follow municipal by-laws that state temperatures must
- hot and cold water are included in your rent
- Notifying GSHC of any decrease or increase in your income
- Notifying GSHC about any change in the number of people living in your home
- Keeping your home safe for all occupants and visitors
- Ensuring your home is clean and damage free
- Repairing, to an acceptable standard, any damages caused by your or visitors to your home, as soon as possible (the landlord may give you a written request to make these repairs)
- Complying with the terms of your tenancy agreement and the Residential Tenancies Act
- Complying with GSHC’s rules and regulations, as attached to your lease agreement
- Ensuring you and your guests don’t disturb others or endanger the safety if others in the building or neighbouring property
If you do not meet these responsibilities, you will be at risk of losing your tenancy.
- What do I have to do when I move into my unit?
When you move into a GSHC unit you will receive a move-in inspection form to be completed within 7 days of moving in. This is for you to note the condition of your home and any repairs that are required. GSHC will use the report to inspect your home when you leave. You will be held responsible for any damages beyond normal wear and tear.
- What do I have to do when I move out of my unit?
When you are ready to move out, contact the GSHC office right away. You must give at least two full calendar months’ notice when you are ready to move. You must also:
- Make sure you clean your unit and return it to the same condition it was in when you took possession.
- Remove all personal property from the unit (please note: to avoid losing any personal property when you move out, arrange to have all your property moved from the housing unit, on or before, your moving day.)
- Return your keys and any security cards the day you move or by the next business day. If these are not returned, you will be charged for each card or key and your rental account will show you have money owing to GSHC.
- Make sure that you do not owe any back rent. If you owe rent when you leave, GSHC will file the account with a collection agency to collect money owed.
- Provide GSHC with a forwarding address, and make sure you send change-of-address information to all your important contacts before you move.
- Cancel your account and your pre-authorized payments for all your utilities.
- How can I pay my rent?
Rent can be paid by:
- Direct payment by phone or internet
- Pre-authorized payment (PAP): Monthly rental payments can be automatically withdrawn from your bank account on the first business day of the month. GSHC will charge a fee for each returned PAP
- Post-dated cheques: You can pay your rent monthly by cheque or money order. Write your GSHC tenant identification number on the front of all cheques or money orders. GSHC will charge a fee for each returned cheque.
- Cash or Debit: You can pay your rent with cash or your debit card at the GSHC office located in Suite 401, 10 Elm Street, Sudbury (in the Rainbow Centre downtown).
Note: Do NOT send cash by mail.
- Who is responsible for damages in/to my unit?
There are different kinds of damages that can happen in/to your unit.
- Moving damages: The Tenant shall reimburse the Landlord for all damages to the Rental Unit or the Residential Complex, caused by moving the Tenant’s personal property into or out of the Residential Complex.
- Tenant/guest damages: With the exception of reasonable wear and tear, the Tenant shall be responsible for the repair of any damage caused by the willful or negligent conduct of the Tenant or other Occupants of the Rental Unit, or persons who are permitted in the Residential Complex by the Tenant. Repairs for which the Tenant is responsible may be made by the Landlord and shall be charged to the Tenant or may be made by the Tenant, with the prior written approval of the Landlord.
- Damages from reasonable wear and tear: The tenant will not be responsible for these types of repairs. The tenant can call the GSHC office at (705)-674-8323. to have damages promptly repaired.
- What is GSHC’s guest policy?
Guests are individuals who are not listed as tenants of the relevant GSHC lease and who are visiting and residing temporarily, on a non-regular short term basis, in the same unit as the members of the household identified on the GSHC tenancy agreement. A household must report in writing to the Landlord at least 3 days in advance the names of all guests staying in the rental unit for more than 4 consecutive nights as well as guests who stay for shorter periods of time on a regular recurring basis. A GSHC form is available for this purpose and must be submitted within 3 business days from the arrival date of the guests at the unit, if they are intending to stay more than 4 nights. Guest registration is not considered permission for the visitor to remain in the GSHC unit indefinitely. A guest may only stay in the unit for a maximum period of 2 consecutive weeks or 14 days. A written request must be submitted to GSHC for an extension request to this policy.
- My lease is expired and I have not yet discussed signing a new lease with GSHC? What do I do?
Lease renewals are completed annually. You must submit all required documents to ensure your tenancy is maintained. This includes a certified copy of your most recent income tax return. Each year your circumstances should be reviewed to determine if you are still eligible for rent-geared-to-income, change of rent amount or unit type.
- Do I have to provide proof of tenant’s insurance?
Tenant insurance is mandatory for all tenant’s in GSHC. GSHC is not responsible for the loss or damage of the personal property of any tenant. Tenants are required to provide a copy of the Certificate of Insurance to the landlord prior to moving into the premises and annually upon request.
- Are there any financial consequences for ending my tenancy agreement early?
Tenant’s may be responsible for up to 2 months’ rent (60 days) if they do not give proper notice of their move out date.
- How far in advance do I have to give notice to end my tenancy?
When you are ready to move out of your unit, you must contact the GSHC office and give 60 days’ notice before your termination date if you are on a yearly or monthly tenancy. For weekly and daily tenancies (rent that is paid weekly or daily), the tenant must give at least 28 days’ notice before their termination date. It is important to remember that if you are mailing your notice, you should not count the day you mailed the notice. Instead, add 5 days to the termination date. For example, if your desired termination date is August 30, 2022, you would hand deliver your notice of termination to GSHC 60 days prior on July 1, 2022. If you are mailing your notice, you should mail the notice on June 26, 2022.
- What documents are required for a rental adjustment?
Required documents for rental adjustment may include:
- Employment Insurance (EI) – letter or cheque stub
- Employment pay stubs
- Canada Pension Plan – letter from Service Canada
- Old Age Security – letter from Service Canada
- Interest/investment income
- RRSP income
- Rental income
- Farm income
- Private Pensions – letter or cheque stub from company
- Letter from Department of Veterans Affairs, cheque stub or your bank book
- Training allowances – letter from sponsor agency(s)
- Compensation/disability – award letter or cheque stub
- Child support/alimony – Copy of the order or agreement
- Self-employment – income and expense statement by certified accountant
- Student Loans – OSAP paperwork
- Children 16 and over, not in school – letter from employer or cheque stub
- Children 16 and over, in school – written verification of attendance/registration from school (current schedule)
LANDLORD OBLIGATIONS
- What are the obligations of the landlord?
As the landlord, GSHC is responsible for:
- Repairing your home within a reasonable time
- Ensuring your home is reasonably safe by having proper doors and locks
- Ensuring your home is available on the day your tenancy is to begin
- Providing rent receipts when requested
- Paying for utilities included in your rent (heat and hot + cold water only + a landlord must ensure that a unit has adequate heating from September 1 to June 15, and in most cases the minimum temperature has to be 20 Celsius. If there is a problem with your heating, contact GSHC. The landlord cannot unjustifiably shut off tenant’s utilities)
- Investigating any complaints about a tenant disturbing other tenants or neighbours and trying to resolve the problem
- Respecting your tenancy agreement and The Residential Tenancies Act
- Providing at least 24 hours’ notice before entering your unit (subject to exceptions)
- How can I request rent receipts from my landlord?
You can request rent receipts by contacting the GSHC cash office.
- Should I keep records of my lease and rent?
Yes. Rent receipts help you avoid disputes because they act as proof that you paid your rent on time. In addition, rent you have paid throughout the year can be claimed when doing your taxes, but proof of receipt is required.
- What am I expected to submit to GSHC each month?
If a tenant’s income changes in a given month, they are required to report this change to GSHC. All rental adjustments require the submission of the same requested documents (see “what documents are required for a rental adjustment” above)
TENANT PRIVACY
- When can the landlord enter my apartment?
A landlord may enter an apartment/unit:
- without notice
- in the event of emergencies (up to the discretion of the landlord)
- to show the rental unit, if (a) the tenant has consented, (b) the landlord enters between 8:00am and 8:00pm, and (c) the landlord has made a reasonable effort to inform the tenant
- with consent of the tenant
- with 24 hours’ notice
- to conduct inspections
- to take photos or videos of the unit
- other
- Can I refuse the landlord from entering my apartment?
Yes, a tenant can refuse the landlord from entering their apartment if they have not been given 24 hours’ notice. However, if the landlord’s entrance can be accommodated by the tenant, it is not recommended that tenant’s refuse their landlords entrance. Refusing such access can lead to reasonable interference with the unit and can lead to an eviction.
- Can the landlord change the locks to my unit?
Yes, the landlord may change the locks to a rental unit, but they are required to give the tenant replacement keys unless they have been evicted.
- Can I change the locks to my unit?
No, you cannot change the locks to your unit without the consent of the landlord. If it has been determined that the tenant has changed the locks, they may need to provide the landlord with the keys, and possibly pay the landlord reasonable out-of-pocket expenses.
- Where can I install cameras in/around my unit?
A tenant can install cameras around their rental unit as long as they are not pointing at common/shared areas or at other tenants’ units, to ensure the privacy of all tenants.
- Can my landlord ask me about my marital or family status?
GSHC may request information about a tenants marital or family status in order to calculate subsidy values.
- Can I refuse giving out private information about my health status?
Yes, a tenant can refuse to provide information to their landlord about their health status. However, this information may be required if a tenant has submitted an accommodation request to their landlord.
- Can I give a friend a copy of the key to my unit?
A tenant cannot give anybody a copy of the key for their unit without permission from GSHC which can be given once an “Additional Unit Key Request” form is completed and submitted. Individuals who may be allowed to provide others with a copy of a key can include:
- Tenants with chronic medical problems
- Frail elderly tenants
- Tenants with emergency medical call systems
- Tenants who receive Interim medical observation
- Tenants with special priority
- Latch Key (Minimum 12 years of age)
- Others (At Property Management’s discretion on a case-by-case basis)
HEALTH AND SAFETY
- Can I have a pet in my apartment?
GSHC does not allow tenants to have pets that:
- cause other residents or staff of the Residential Complex to suffer serious allergic reactions
- are inherently dangerous to the safety of other residents and visitors of the Residential Complex
- are not allowed by municipal by-laws
- are not allowed under Provincial or Federal laws
GSHC allows tenants to have pets that:
- comply with the Landlord’s reasonable rules, regulations and policies governing pets in the Residential Complex
- do not cause personal injury, property damage, or make an unreasonable amount of noise, or create a nuisance or disturb other residents or visitors of the Residential Complex
- are cared for in a hygienic and proper manner so as the pet is not cause for legitimate complaint by other persons
- comply with municipal by-laws with respect to the keeping of pets or noise
The Tenant acknowledges sole responsibility, and shall satisfy payment of the cost of repair or replacement for any damages or loss caused by the pet.
- What can I do to stop the cigarette/marijuana smoke coming into my house from my neighbours?
Some GSHC units have a no smoking policy. Tenants should verify whether or not they are living in such a unit if they encounter issues with smoke. Tenants should advise their landlord of such concerns regardless.
- How can I prepare/stay safe in case of a fire?
GSHC has fire safety plans for many buildings, tenants are urged to familiarize themselves with them. Tenants should test their smoke and carbon monoxide detectors monthly. If you believe your detectors are broken or if you are missing fire safety equipment such as a fire extinguisher, call GSHC (NUMBER). Do not attempt to fix this equipment by yourself, as tampering with alarms can put tenants at risk of fines or jeopardizing their tenancies.
- Can I have a barbecue in my unit?
GSHC does not allow barbecues on balconies of any unit. This is a City of Greater Sudbury by-law and is enforced by GSHC. Tenants who live in buildings without balconies may install one, however its safe use is the responsibility of each tenant.
MAINTENANCE
- How can I make a maintenance request?
To make a maintenance request to GSHC, submit a Maintenance Request form.
- How can I make a maintenance request for an issue outside of my unit?
To make a maintenance request for an issue outside of your unit, call 311 or use the Greater Sudbury Customer Service portal found here: https://www.greatersudbury.ca/city-hall/report-it/311/.
- What maintenance issues is my landlord responsible for?
GSHC is responsible for maintaining:
- Electrical
- Plumbing
- Heating
- Appliances
- Carpets (in units and common areas)
- Walls
- Roofs/Ceilings
- Windows
- Doors
- Locks
- Lighting
- Garages
- Laundry rooms
- Patios
- Walkways
- There are pests in my unit. What should I do?
Report pests to the GSHC office immediately by calling 705.674.8323. It is recommended that you do not treat the pest problems on your own but notify GSHC for them to fix the problem. If action is not taken or your property manager refuses to address the issue, you can submit an electronic form to Public Health Sudbury and Districts using: https://www.phsd.ca/environmental-health-division-complaint-form-english/ or contact PHSD at 705.522.9200 ext. 464 or toll free at 1.866.522.9200 to discuss the issue with a public health inspector.
- There is mold in my unit. What should I do?
GSHC has an ongoing mold program. If you notice mold, notify GSHC immediately at (705)-674-8323.
- What can I do if my landlord does not do the needed repairs?
After you have submitted a maintenance request and a reasonable amount of time has passed with no change, you can submit an application at the Landlord and Tenant Board. Please the Sudbury Community Legal Clinic with any questions in this regard.
EVICTIONS AND SUBSIDY
(Please note: if a tenant receives an eviction notice/order or a subsidy termination notice, they should contact the Sudbury Community Legal Clinic immediately)
- When can I get evicted?
A tenant can only be evicted from their rental unit with an order from the Landlord Tenant Board/the Sheriff. Tenants should contact their local legal clinic once they receive an initial eviction notice from their landlord, which will be given to tenants before they will receive an eviction order. This eviction notice itself does not mean a tenant has to move out.
- I have received an eviction order/been evicted. What will happen to my belongings in my unit?
If a tenant has received an eviction order, they must have their belongings removed from the unit before the termination date listed on the order. Once a tenant has been evicted from the unit, they will have 72 hours to contact the landlord and make arrangements to remove their remaining belongings. If these arrangements are not made, GSHC can dispose of the belongings and the previous tenant may be responsible for any accompanying fees.
- Can the landlord lock me out of my apartment?
It is illegal for a landlord to lock a tenant out of their apartment without first having an order from the Landlord and Tenant Board.
- Can a landlord evict me during the winter months?
A tenant can be evicted at any time with the appropriate measures.
- I lost my subsidy. What can I do?
If a tenant receives a letter about losing their subsidy, they should contact the Sudbury Community Legal Clinic immediately. Tenants should also request an internal review from GSHC within 10 days of receiving the letter.
- Can I be evicted for damages done to the property?
Yes, certain types of damages can lead to a tenant’s eviction.
- Can the landlord raise my rent?
Generally, rent can only be increased once a year with notice from the landlord by an amount set by the Landlord and Tenant Board. In subsidized housing, a tenants rent can change more frequently if they report changes in income or if a tenant loses their subsidy.
Tenants should advise their landlords of any concerns they have regarding their neighbours or other tenants in their buildings.
TENANT RIGHTS
- Can I sublet my unit to anyone?
No, you cannot sublet your unit or a room in your unit. Subletting goes against the rental agreement and can be grounds for eviction.
- Can a landlord renew my lease without notice?
No. A landlord cannot renew your lease without your knowledge. If no one agrees to or signs a new lease, the tenant and landlord are technically in agreement with the most recently agreed to / signed lease on a month-to-month basis.
- What can I do if I think I’m being discriminated against?
If you face discrimination in your unit, you can make a complaint to a GSHC front line worker and call the police.
- Can I install a play structure or a trampoline in our yard?
A tenant must obtain written consent/approval from the landlord to install a trampoline or play structure in their yard. When they move out, they must return the unit to its original state.
- Can I share my parking tag with a guest or another tenant?
No, you cannot share a tag. Only registered vehicles with a GSHC sticker can be parked in the parking lots. If your vehicle or registration changes, you must report this immediately to the GSHC office.
- Can I install a swimming pool?
A tenant must obtain written consent/approval from the landlord to install an outdoor swimming or wading pool. Under no circumstance can the tenant install a swimming or wading pool that contains more than 24 inches of water. An adult must also be present outside at all times and the pool should be drained or completely removed at night. When they move out, they must return the unit to its original state.
- Do I need permission to install a fence?
A tenant must obtain written consent/approval from the landlord to install a fence and other changes to the home including air conditioning, painting, installing satellite dishes, grab bars, etc. When they move out, they must return the unit to its original state.
- How do I file a complaint?
You can make a complaint in a number of different ways:
- By paper form using the Complaint Form (submitted in person at the GSHO central office or sent by fax or mail), with forms available from GSHO
- Through an internet portal submissions on Sudbury Housing website and/or email submission to GSHO;
- Through an intake interview procedure, with a staff member, which may be by phone or in person; intake voice message system, to the office, whereby a Complainant may leave the necessary information (in this case, a staff member will contact the Complainant to obtain any missing information and formalise the complaint);
- Other intake methods may be determined by GSHO. If you require special assistance, forms can be made available in different languages and/or for a tenant who cannot read, write or speak English, help must be provided.
